Why Africa’s Public Service Must Reinvent Itself
The 2nd Annual Conference of the Africa Public Sector Human Resource Practitioners Network – Kenya Chapter brought together public sector leaders, HR practitioners, and governance experts at the Kenya School of Government in Mombasa to examine the role of human capital in shaping effective, ethical, and future-ready public institutions. Held under the theme “Human Capital as Statecraft: Reimagining Public Sector HR for National Transformation,” the Conference explored how public institutions can remain resilient amid disruption, Artificial Intelligence, demographic shifts, and declining public trust.
Speakers including Prof. Nura Mohamed, Ms. Florence Wanguku, Dr. Julius Kipng’etich, Mr. Gabriel Nyamu, Dr. Wesley Kipng’etich, and Ms. Judith Otsyula emphasized the need to reposition Human Resource functions from administrative support units to strategic drivers of institutional culture, leadership development, workforce resilience, and governance outcomes. Discussions focused on ethical leadership, meritocracy, institutional accountability, continuous learning, and future-ready public institutions.
The Conference also featured practical institutional experiences, including presentations on employee mental wellness interventions and evolving approaches to performance management in the digital era. Delegates reflected on governance, accountability, institutional culture, and the role of HR systems in embedding constitutional values and strengthening public sector effectiveness.
The Conference concluded with a panel moderated by Dr. Fred Mukabi examining emerging AI-related challenges in Human Resource Management, reflecting growing recognition that public administration is entering a period of profound technological transition. Delegates agreed that the future developmental state will increasingly depend on ethical leadership, adaptive institutions, and public servants equipped to govern amid complexity and change.
