Justice (Rtd.) Charles A. Nyachae - Chairperson

Justice (Rtd.) Charles Ayieko Nyachae is a top legal professional spanning many years of experience in private legal practice. He has served as Judge of the Arusha-based East African Court of Justice from 2018 to 2024.
Previously, he was the Chairperson of the one and only Commission for the Implementation of the Constitution (CIC) from 2010 to 2015, where he played a pivotal role in implementing the Constitution, entrenching the institutions created by the Constitution and safeguarding and promoting democracy in the country.
He brings on board extensive working experience with such organizations as the Kenya Law Reform Commission, where he was a Commissioner, the Institute for Education in Democracy, where he served as Chairperson, the International Commission of Jurists Kenya Section, as Head and the founding partner of Nyachae & Ashitiva Advocates.
He is a member of several Professional and Peer Organizations: The Law Society of Kenya, East African Law Society, Institute of Certified Public Secretaries (Kenya), Chartered Institute of Arbitrators (UK), Chartered Institute of Chartered Mediators and Conciliators, International Bar Association and the Commonwealth Law Association.
Prof. Daniel Kipkirong Tarus, Ph.D. (Finance) - Representing Universities
Professor Daniel Tarus is a Management expert with extensive background in finance, human resource, procurement, and strategic planning with a focus on managing change. He has extensive experience in practice and training in finance, accounting, leadership and strategy. He has actively engaged in research and practice in the area of finance and has published widely in those fields.
He is a Member of Institute of Certified Public Accountants of Kenya (ICPAK), Institute of Certified Secretaries of Kenya (ICSK), African Finance Association and Eastern Association, USA. Prof. Tarus is also an Executive Committee Member of Business Ethics Network Africa (BEN-Africa).
He is currently Deputy Vice Chancellor – Administration, Finance and Planning at Rongo University.
At KSG Council, he is a member of the Learning and Development Committee as well as the Finance and General Purpose Committee.
Commissioner Cannon Francis Owino, Ph.D, CBS – Representing Public Service Commission
Commissioner Dr. F.O. Owino is a Public Sector Leadership, Governance and Values expert and has served in the Public Service for over 35 years. His experience includes service as District officer in various parts of the Republic of Kenya culminating in appointment as a principal Secretary in various State Departments in Several Ministries.
He is holder of B.A, MBA (Strategic Management) and Ph.D. in Peace and Conflict Studies and also holds a Diploma in Contemporary Public Administration Management and a Certificate in Guidance and Counselling.
He is a Member of the Kenya Association for Public Administration and Management (KAPAM). He is holder of the national honour of Chief of the Order of the Burning Spear (CBS) and collated Honorary Canon of the ACK Diocese of Southern Nyanza.
Currently he is a Commissioner of the Public Service Commission of Kenya where he was appointed to on 20th January, 2025. He serves as Chairperson of the KSG Learning and Development Committee and a Member of the Human Resource Committee.
Dr. Eldah Onsomu, Ph.D. - Representing Kenya Institute for Public Policy Research and Analysis (KIPPRA)
Dr. Eldah Onsomu is the Executive Director of the Kenya Institute for Public Policy Research and Analysis (KIPPRA). Previously she was the Director, Economic Management Directorate.
At KIPPRA, she provides strategic leadership in public policy research and analysis; and institutional capacity development in public policy making processes while supporting the Government of Kenya and other stakeholders in policy formulation and implementation, with the overall aim of contributing to the achievement of national development goals.
Dr Onsomu’s research interests are in education, labour markets, health, poverty, public finance management and socio-economic policy analysis. She has published in various peer reviewed journals, book chapters, books and in policy analysis series in the above thematic areas.
CHRP. Stephen Wambua Kakulu – Representing Principal Secretary, Ministry of Public Service and Human Capital
CHRP Kakulu is an Expert in Management and Human Capital Development with over 27 years’ experience in the Public Service.
He serves as the Acting Secretary for Human Resource Development within Kenya’s State Department for Public Service and Human Capital Development. He is also a recognized, licensed member of the Institute of Human Resource Management (IHRM), African Association for Public Administration and Management (AAPAM) and Kenya Association of Public Administration and Management (KAPAM).
He is holds a Bachelors in Education, a Masters in Project Planning and Management and a Diploma in Human Resource Management.
Dr. Stephen Mukhebi Situma, Ph.D. - Representing P.S. State Department for Higher Education, Ministry of Education Science and Technology

Dr. Situma is a Research Scientist with wide experience in research and management and has served in various organizations and research institutions. He is holder of B.Ed., M.Sc. (Applied Chemistry), a Postgraduate Diploma in Monitoring and Evaluation and Ph.D. in Chemistry. Currently he is Principal Research Scientist and Acting Deputy Director Physical and Industrial Sciences at National Commission for Science, Technology and Innovation (NACOSTI). Professionally he is a Member of Kenya Chemical Society, Evaluation Society of Kenya, Environment Institute of Kenya and is a Lead Expert of National Environment Management Society (NEMA).
Dr. Situma serves as Member of Finance and General Purposes and Learning and Development Committees.
Ms. Linnet Mirehane - Independent Member

Ms. Linnet Mirehane became a Council Member at KSG in 2022. She has served on many Boards among them, National Bank of Kenya, National Bank Staff Pension Fund, National Bank Bancassurance Ltd and O&M Estates Ltd.
She holds a Bachelor of Education degree from Kenyatta University, Diploma in Management of NGOs from Kenya Institute of Management, Certificate in Organizational Leadership from Harvard Business School (HBS), a Certificate in Women Directors Leadership Programme from Strathmore University Business School and a Certificate in Trustee Development Programme (Kenya).
She is also a Certified Mediator and a Trainer in Leadership, a member of the Institute of Directors, Insurance Institute of Kenya, The Boardroom Africa (TBrA) and Women on Boards Network.
At KSG Council, she is currently a member of the Audit and Risk Committee and the KSG Retirement Benefits Scheme.
Mr. Ezekiel Owuor - Independent Member
Mr. Ezekiel Owuor has wide experience in the financial services industry mainly Insurance, Asset Management and Banking. He has served at senior management levels and boards of various organizations in those fields. His expertise in Business Strategy, Strategic Planning, Business Analysis, Account Management, Negotiation, Marketing, Communications, Operations and Customer Service are invaluable in his role as KSG Council Member.
Currently he is a Managing Partner of LE Global Ltd. He holds professional membership of Kenya Institute of Directors (IOD –Kenya), Chartered Institute of Marketing (CIM – UK), Retail Banking Academy (RBA – UK), Kenya Institute of Management (KIM) and Marketing Society of Kenya (MSK). He joined Kenya School of Government Council on 18th January, 2024.
At KSG Council, he is the Chairperson of the Human Resources Committee and a member of the Audit and Risk Committee.
Ms. Leonida Chelagat Mitei - Independent Member
Ms. Mitei is an entrepreneur with over 20 years’ experience in the private sector in the fields of marketing, construction, supply management, Information and Communication Technology. She is Managing Partner of Westwood Supplies Ltd and Multigraphics Communication Ltd.
Ms. Mitei contributes to the community as Chairperson of Kenegut Girls High School Board of Management in Kericho County.
She is a certified counsellor with experience spanning Amani Counselling Centre and related counselling service entities and is holder of a B.A. (Community Development) and Certificate in Counselling and Psychology.
Prof. Nura Mohamed, Ph.D., EBS - Council Secretary/Director General

Prof. Nura Mohamed is the Director General at the Kenya School of Government. He is responsible for policy making, overseeing administration and management of the School, providing strategic leadership for delivery of the School’s mandate and strategic objectives.
He was Director Finance and Administration, a position for which he provided guidance in long-term, medium term and day-to-day management of Finance, IT, Human Resource and Administration functions of the School. Earlier he was the Director of KSG Lower Kabete.
Before KSG, he served as the Director Finance and Administration at Zanzibar University in Tanzania.
Prof. Mohamed is a public sector leadership and transformation expert with over 25 years’ experience in public sector reforms, performance management, finance, audit and planning. He is passionate about productivity, business process re-engineering and governance.
He is a member of the Foreign Service Academy Council which holds the crucial responsibility of providing strategic oversight and governance, contributing effectively to Kenya’s diplomatic excellence.
He is also a member of the Selection Panel for the appointment of nominees to serve as Vice Chairperson and member of the Public Service Commission of Kenya (PSC); a panel that ensures that PSC continues to uphold its mandate of promoting and maintaining a citizen centric public service.
Prof. Mohamed holds a Doctor of Philosophy in Economics from Central University of Finance and Economics, China, Master of Business Administration (MBA) in Finance from University of Nairobi and a Bachelor of Commerce in Finance from the same University.
He was awarded the Elder of the Burning Spear (EBS) by the former President of Kenya, His Excellency Uhuru Kenyatta.
