From the Communique: High Policy Dialogue on Building National Wealth

The delegates to the High Policy Dialogue on Building National Wealth and Global Competitiveness held at the Kenya School of Government at the beginning the centenary celebrations resolved as follows:

  1. Shift national planning from managing the economy to building competitiveness by prioritizing strategic foresight, policy agility, and anticipatory planning, with a deliberate progression toward global competitiveness over time;

 

  1. Strengthen the governance of key public institutions by prioritizing high-level, demand-driven capacity building programmes aimed at improving public sector institutional accountability;

 

  1. Institutionalize a whole-of-government approach anchored in discipline and evidence-driven approaches and fostering a national culture of meritocracy, transparency and accountability;

 

  1. Build globally competitive human capital through innovation, digital skills, and applied research to align workforce capability with the demands of a competitive global economy;

 

  1. Accelerate structural economic transformation by expanding manufacturing, value addition, and service industries as the core engines of building national wealth, productivity and global competitiveness;

 

  1. Deepen international industrial and trade partnerships by advancing manufacturing, technology transfer, and infrastructure collaboration with developed economies, while harnessing regional integration to expand export markets;

 

  1. Enhance the knowledge and infrastructural capabilities of Technical and Vocational Education and Training institutions to produce a high skilled workforce needed for industrialization, innovation, productivity and sustainable growth;

 

  1. Position productivity as the central national performance indicator, applied consistently across the public sector, reinforced by robust monitoring and performance systems that ensure every public investment delivers measurable economic and social returns;

 

  1. Strengthen economic diplomacy and international trade as a core pillar of national competitiveness and accelerate reforms to reduce trade barriers, improved regulatory coordination and ease of doing business;

 

  1. Recommend development of policies, laws and structures that comprehensively mobilize natural resources to catalyse agricultural revolution as a prerequisite for industrial revolution and wealth creation.
